The final 2019 Required Volume Obligations (RVOs) under the Renewable Fuel Standard (RFS) are being reviewed by the Office of Management and Budget (OMB). The statute requires that the volumes be published by 30 November. The EPA submitted its draft of the final rule to OMB on 31 October and published its proposed volumes for 2019 on 26 June.

The final rule is not expected to differ much from the proposal, which sets the combined volume of biofuel at 0.88 percent of total over-the-road fuel (including gasoline and diesel) compared with 10.67 percent for 2018.
