Senators Ed Whitfield (R-Kentucky) and Joe Manchin (D-West Virginia) are planning to unveil legislation today that would put a roadblock in front of the Obama administration's new power plant rules targeted toward reducing coal usage. The president rolled out a new carbon reduction plan this past summer, the New Source Performance Standards (NSPS), which began with an EPA directive to establish new carbon pollution standards for power plants to be effective the summer of 2014.
