Another meeting was held at the White House yesterday regarding year-round approval for E15 as well as other reforms to the Renewable Fuel Standard (RFS). The focus is on approving E15 as a quid pro quo for the EPA’s granting of waivers for small refiners earlier this year, which has alarmed and energized ethanol advocates. Everyone from USDA Secretary Perdue to Growth Energy’s CEO Emily Skor has characterized the waivers as “demand destruction.” There is a caveat, however, from the market perspective. The waivers were applicable to the 2017 compliance year. As U.S. Energy Information Administration (EIA) data shows, demand for ethanol blending has actually increased in 2018 to date.
