One month ago today, the EPA sent its proposed rule for the 2019 Required Volume Obligations (RVOs) for biofuel use to the Office of Management and Budget (OMB) for a final sign-off. The OMB review is the last step before the RVO rule is published in the Federal Register for public comment. OMB anticipates that it will be published this month and the volumes finalized by December, which is later than the statutory deadline of 30 November.
