Free with a Twist A group of U.S. Congressional Democrats are proposing universal free meals to all school children. The massive expansion in federal food aid would make permanently free breakfast, lunch, dinner, and a snack to all pupils, regardless of family income. The merits of universal free food aside, the legislators have added a provision that would give schools an extra 30 cents per meal if at least 25 percent of the food is from local sources. The rational for the latter provision is unclear. Nor is it known how 30 cents and 25 percent were developed. It is not even clear what is local? On behalf of a Canadian oilseed processer WPI's team provided market analysis, econometric modeling and financial due diligence in support of a $24 million-dollar investment in a Ukrainian crush plant. Consistent with WPI's findings, local production to supply the plant and the facility's output have expanded exponentially since the investment. WPI has conducted parallel work on behalf of U.S., South American and European clients, both private and public, in the agri-food space.
