Partial Decontrol of the Sugar Industry The Cabinet Committee on Economic Affairs (CCEA) finally has decided to partially decontrol the sugar sector. A few changes will be made as a result. First, the levy sugar quota will be eliminated, meaning that the sector will not be mandated to sell 10 percent of its output to the government at prices lower than the market value. Second, states will be responsible for buying sugar for the public distribution system (PDS). They will purchase from the open market, either by tender or set mechanism, at a fixed price of $0.58/kilogram (market value). Meanwhile, sugar subsidy will increase by $0.475 billion, but the central government (GOI) will bear this additional subsidy for the next two years only...
