Last week the Upper House of Japan’s Diet approved a new beef safeguard protocol which amends the U.S.-Japan Trade Agreement (USJTA). That is the final step of approval needed for the agreement and the two countries are finalizing the implementation procedures. The protocol was negotiated earlier this year and signed by the Office of the U.S. Trade Representative and the Japanese Embassy in Washington in June (see WPI 3 June). Japan is a key market for U.S. beef, in terms of both volume and value cuts, though inflation and consumer purchasing power has been a headwind for U.S. exports.
