Ethanol trade association Growth Energy in a letter to Arkansas Governor Mike Beebe wrote that the end result of waiver to the Renewable Fuel Standard (RFS), preventing the use of corn in ethanol, would be the equivalent of a "domestic grain embargo." Governor Beebe is one of eight state governors who have asked the Environmental Protection Agency (EPA) for an RFS waiver in response to the U.S. drought.According to the organization, farmers can recall previous domestic grain embargoes that created "extraordinary financial hardships."
