Last Thursday, the Supreme Court of the United States upheld a lower court ruling that the tariffs imposed under the International Emergency Economic Powers Act (IEEPA) were “contrary to the law.” However, as President Trump noted, the opinion remained silent on the issue of rebating those tariffs. USTR Jameson Greer stated that refunds are up to the court, which has not provided any guidance, and when Treasury Secretary Scott Bessent was asked about refunds, he had no comment. On behalf of a private U.S. agricultural technology provider, WPI’s team generated an econometric model to forecast the movement of concentrated corn production north and west from the traditional U.S. Corn Belt. WPI’s model has subsequently provided quantitative support to a multi-million-dollar investment into short-season corn variety development. WPI’s methodology included a series of interviews with regional grain elevators and seed consultants.
