SOE Reform, Maybe The Trump Administration has been decrying the dominance of state-owned enterprises (SOE’s) in China’s economy and now that nation’s State-Owned Assets Supervision and Administration Commission has released guidelines for reform. But the Commission is looking only at mixed ownership of “centrally administered” SOEs to ensure “marketization” – meaning reduced subsidies and improved earnings. The transformation of these SOE’s would occur over a three-year timeframe but the real extent of the “reform” will have to be proven, and it appears to exclude SOE’s without mixed ownership.
