This has caught the eye of the Ontario government, which says that it will retaliate against Buy America provisions. Also, the Canadian government is investigating via the WTO the fact that California enables processors to pay less for milk if its resulting products are destined for export. Ottawa is describing it as an export subsidy, but farmer selling at a lower price has not typically been construed a subsidy.
